These rates are required by the\u00a0<a target=\"_blank\" rel=\"noreferrer noopener\">Federal Acquisition Regulation (FAR) 42.704<\/a>, which governs how the government ensures interim reimbursement of indirect costs.<\/p>\r\n\r\n\r\n\r\n<p>If your contracts are strictly fixed-price, you may not need a PBR. But once your business begins working on\u00a0flexibly priced contracts, a PBR becomes essential.<\/p>\r\n\r\n\r\n\r\n<p><strong>Why Does the Government Require This?<\/strong><\/p>\r\n\r\n\r\n\r\n<p>The federal government reimburses contractors for allowable indirect costs but only if those charges are based on reasonable, supportable rates. A PBR acts as a safeguard to ensure that contractors are billing within fair, agreed-upon limits while allowing them to maintain healthy cash flow.<\/p>\r\n\r\n\r\n\r\n<p>The DCAA or contracting officer uses a mix of prior audits, recent incurred cost data, and industry norms to review submitted rates. Contractors may voluntarily submit a\u00a0billing rate proposal\u00a0to speed this process along and avoid assigned rates that may not reflect their true cost structure.<\/p>\r\n\r\n\r\n\r\n<p>The goal is simple: help you get paid accurately without overbilling the government or underfunding your operations.<\/p>\r\n\r\n\r\n\r\n<p><strong>How to Get a PBR Approved<\/strong><\/p>\r\n\r\n\r\n\r\n<p>To apply for a PBR, contractors submit a proposal to the DCAA that typically includes:<\/p>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li>Projected indirect cost pools (fringe, overhead, and G&amp;A)<\/li>\r\n\r\n\r\n\r\n<li>The cost base used to calculate each rate (e.g., direct labor or total cost input)<\/li>\r\n\r\n\r\n\r\n<li>Supporting documentation that shows how the rates were developed<\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<p>Once submitted, DCAA reviews the proposal for accuracy, consistency, and reasonableness.
